Transport Scotland is the new national transport agency of the Scottish Executive, set up in January 2006 to look after the Scottish trunk road and rail networks, to oversee their operation and management, and to administer the national concessionary travel schemes and travel information. The trunk road network in Scotland is some 3500 km in length, is valued at over £13bn gross and, although only 7% of the Scottish public road length, carries almost one third of the total and two thirds of the heavy goods vehicle mileage.
The Scottish Road Works Commissioner is an independent statutory office holder established under section 16 of the Transport (Scotland) Act 2005 and is accountable to Scottish Ministers and ultimately the Scottish Parliament. The first Commissioner is John Gooday who was appointed in July 2007. The purpose of the office is to work with the Scottish road works community to oversee improvements to the planning, co-ordination and quality of road works. The Institution of Civil Engineering Surveyors (ICES) represents surveyors working within the civil engineering industry. The Institute is the Professional Body for persons working in the field of Asphalt Technology and for those interested in all aspects of the Manufacture, Placing, Technology and Uses of materials containing Asphalt or Bitumen. The Institute was founded in 1966 as a Learned Society by a group of far-sighted practitioners in the belief that there was a need for sharing technical information, educating new people into and within the Industry and for setting and protecting standards across the Industry. To this end a professional exam moderated by the Institute was established during 1967.
